3M 3900 is a detection system designed to secure the exit point of a library, preventing patrons from leaving the premises with unchecked items. It does so by creating a detection zone which, when crossed by a person carrying materials with attached security tags, triggers an audio and visual alarm. Reviewofyourlibrary’ssecuritypolicies

Beforepracticinghowtorespondtoalarms,staffshouldbefamiliarwiththelibrary’ssecuritypoliciesastheyrelatetotheftof

materials.Tohelpstaffstayinformedofsecuritymeasures,yourpolicyshouldbeinwritingandkeptwithyourtrainingkit

alongwithanyotherproceduresyoufollow.

Itisparticularlyimportantforstaffmemberstoknowwhatproceduresthelibraryfollowswhentheftissuspectedorwhenit

isnecessarytocontactalocallawenforcementagency.

Acriticalphaseofstafftrainingconcernstheproperstepstotakewhenthesecuritysystemalarmsounds.Thevalueoftact

andcourtesywhenhandlingthisdelicatesituationcannotbeoveremphasized.Yourstaffmembersshouldreceiveasmuch

preparationaspossibletomakethemfeelcomfortable.Withthepropertraining,yourstaffwillbemorelikelytoeffectively

dealwithpatronswhoactivatethealarm.

Whattodowhenthealarmsounds

Thefollowingstepsaresuggestedproceduresonly.Werecommendthatallstaffdevelopacompleteunderstandingofthe

library’spoliciesandfollowthemasdirected.Theresponseshouldbeconsistentforallpatronscaughtinanalarm.Itisalso

importantthatstaffbecomefamiliarwithstateandlocallawsgoverningpatrons’rightsandresponsibilities.

3Mofferstheseguidelines:

Respondingtoalarmsisasensitivesituationbutcanbehandledconfidentlyandeffectivelyaslongasyourlibraryhas

establishedproceduresandyourstaffmembersarefullytrainedinfollowingthem.

First,don’tpanic.Remaincalmandcourteous.Youcan’tbepositivethatthepersonwhotriggeredthealarmisstealing.Never

accuseanyoneoftheftbyword,byfacialexpression,orbytoneofvoice.Thealarmmayhavebeentriggeredaccidentally,

soalwaysrespondinapositive,non-threateningmanner.

Thelibrarystaffdoesnotdesensitizeataggeditemwhencheckingoutthepatron’ smaterials,orthepatronaccidentally

removesmarkedmaterialsfromthelibrary.

Afteraskingthepatrontoreturntothecounter,atypicalresponsemightbe,"Excuseme,didIforgettocheckoutoneofyour

items?"or"Didyouperhapspickuponeofthelibrary’sbookswithyourownthings?”Thesearecourteousquestions,and

theydon’taccusethepatronoftheft.Besuretosmileandaskthequestionsinafriendly,non-threateningmanner.

Processanddesensitizeallitemsagain.Ifyoudiscoveranitemthathasn’tbeenproperlycheckedout,neveraccusethepatron

ofstealing.Simplyactasiftheerrorwasanoversight—itmorethanlikelywas.Ifthepatroncausesthealarmtosoundagain,

followthepolicythatyourlibraryhasestablishedforpossibletheftofmaterials.

Unwantedalarms

Yourdetectionsystemisvirtuallyfreeoffalsealarms.Occasionallyyoursystemmayalarmandyourstaffmayfindthatthe

patrondoesnothaveunauthorizedlibrarymaterials.Unwantedalarmsmaybecausedbyactivestripsonitemscarriedinto

thelibrarysuchasbooksfromanotherlibrary.

Unwantedalarmsaregenerallyinfrequentandwillvarydependingonthepatronsandtheproximityofyourlibrarytofacilities

thatarereleasingitemscontainingsecuritystrips.Becauseitisnotpossibletodistinguishbetweenunwantedalarmsand

alarmswithpotentialitemloss,allresponsestoalarmsmustbeconsistentandfollowyourmanagementpolicies.Ifpatronssee

noresponsetoalarms,thesystembecomeslesseffective.Whenyoudecidethatasecuritystriponanitemfromoutsideyour

librarycausedanalarm,followthesesteps:

1.Explaintheproblemtothepatron.

2.Verifythatallofthepatron’slibrarymaterialsareproperlycheckedout.

3.Allowthepatrontoexitthelibrary.

Manypatronswilllearnfromtheexperienceandwillnotcarryitemsthatmaycausealarmsintothelibrary.

Thealarmlogisusedtokeeparecordofdetailsinvolvingalarmsthatoccur.SeeDetectionsystemalarmlogonpage21.For

eachalarm,recordtheinformationonthelog.Keepingthislogup-to-dateprovidesakeytoolformonitoringsystemactivity.

Anup-to-datealarmlogprovidesusefulinformationforlibrarymanagementandyour3Mservicerepresentative.

Your3Mdetectionsystemconsistsofseveralcomponents,whichincludeTattle-Tapesecuritystrips,circulationaccessories,

andthedetectionsystem.

ThekeytotheeffectivenessofyoursystemisprotectingyourmaterialswithTattle-Tapesecuritystrips.Onlywhenmaterials

areprotectedcanyourdetectionsystemdetectsomeonetryingtoleaveyourlibrarywithoutproperlycheckingoutitems.

Theprimaryzoneofdetectionbetweentwolatticesextendsfrom6in.[15cm]abovethesurfaceofthefloorto72inches

[1,82m]abovethefloor.Theelectroniccoverageinthisareaisnot100%anditwillvarywiththeoptionsyouhaveandthe

typeof3Msecuritystrips/markersyouuse.However,therateofdetectionfrom6in.[15cm]abovethesurfaceofthefloorto

72inches[1,82m]abovetheflooriseffectivetodeterthelossofprotectedmaterials.

Checkingoutmaterialsisaccomplishedusingdesensitizersto“turnoff”thestripswhileresensitizersareusedto“turnon”the

stripswhenmaterialsarereturnedtothelibrary.Thisallowsforfullcirculationofalllibrarymaterials.

The3Mdetectionsystemsaredesignedtodetectsensitized3MTattle-Tapesecuritystripsandthensoundanalarm,thus

preventingunauthorizedremovaloflibrarymaterials.

Itisthissimple:

•Markthematerials.

•Circulatethematerialsusingdesensitizersandresensitizers.

•Listenforthedetectionsystemalarmtosoundwhenunauthorizedremovalofmaterialsoccurs.Itisalsoimportantto

watchforsuspiciousactionssuchasholdingmaterialsabovetheheadormovingitemsaroundthelatticeswhenpassing

throughthedetectionsystem.
