The H3C Video Encoder/Decoder Frame Installation Guide describes the
specifications, appearance, and installation of the H3C video encoder/decoder frame
(hereinafter referred to as the frame). Read this manual carefully to avoid any possible
bodily injury or equipment damage during installation. The manual is organized as

Chapter 1 Overview
H3C video encoder/decoder frame (hereinafter referred to as the frame) is a hardware
component of the video surveillance system developed by Hangzhou H3C
Technologies Co., Ltd. (hereinafter referred to as H3C). It is used to install video
encoders and decoders (for example, H3C EC1001-HF and H3C DC1001-FF) in a
centralized way, and to provide power supply module and ground terminals for the
encoders and decoders.
The frame falls into two types: single-power supply frame and dual-power supply frame.

1.2 Appearance
The single-power supply frame is similar with the dual-power supply frame in their
appearance. The following takes the dual-power supply frame for description.

Note:
The power supply status detection wire (as shown in Figure 1-2) is connected with the
alarm input interface of the encoders/decoders, and used to detect the status of the
power supply module of the frame.

Chapter 2 Installing the Frame
After unpacking the frame, ensure the components are complete and intact according
to H3C Video Encoder/Decoder Frame Packing List. If any problem is found, please
contact the local agent of H3C.
2.1 Installing the Frame Components
Before using the frame, follow the installation procedures in Figure 2-1 or Figure 2-2 to
install the frame components according to the frame type.

Note:
z The frame ships with cable guide for laying power cables and front cable guide for
laying network cables.
z To install the front cable guide, refer to the installation of the cable guide for power
cables. If an H3C rack is used, it is not required to install the front cable guide.
z After inserting the video encoder/decoder into the frame, use ground wire to connect
the ground terminals of the encoders/decoders with those of the frame. Two
encoders/decoders share one ground terminal on the frame. Finally, ground the
frame to the earth directly or through the rack.
2.2 Installing the Encoder/Decoder in a Rack with a Frame
2.2.1 Install the Frame in the Rack
Caution:
When installing a frame in a rack, leave a 1U space high above the frame for cabling
and heat dissipation.
1) Remove the blank filler panel from the rack where the frame is to be installed.
Keep the screws for later use at step 4).
2) Install support in the rack (such as bracket slide rails or brackets).For a support
fixed to the rack post, the rack post must have nuts installed on it already.
3) Lift the frame a little bit higher than the desired installation position. Put the rear
part of the frame on the support, keep the front part a little higher than the rear, and
push the frame slowly into the rack till the mounting brackets on the frame touch
the front rack post.
4) Use screws to fix the mounting brackets on the frame to the front rack post, as
shown in
Figure 2-3. After the installation, verify that the installation position is
correct, and the frame and the support are fixed firmly.

2.2.2 Install the Encoder/Decoder to the Frame
Push the encoder/decoder into the frame slowly and fix it to the frame with strain-relief
screws on the mounting brackets at two sides.

2.2.3 Installing the Cables
This section describes how to connect the ground wire, network cable, video cable, and
power cable. As for the installation of other cables, refer to the Quick Start of
corresponding device.
I. Connect the ground wire
The frame is shipped with nine short ground wires and one long ground wires. The
short ground wires connect the encoder/decoder to the frame ground, and the long
ground wire connects the frame to the external ground (using the rack ground or the
real ground). The cabling is as shown in
Figure 2-5.

II. Connect the network cable
1) As shown in Figure 2-9, lead the network cable of the encoder/decoder to the rear
of the rack through the 1U space under the cable management bracket in front of
the frame.
2) Lead the network cable downward along the cable guide at the rear left side of the
rack, as shown in
Figure 2-6.

III. Connect the video cable
Lead the video cable upward along the cable guide at the rear left side of the rack, as
shown in
Figure 2-7.

IV. Install the power cable
1) After installing the frame, route the DC power cable on the rear panel of the frame
as shown in
Figure 2-8.

2) Route the AC power cable as shown in
Figure 2-9. Pass the AC power cable
through the 1U space under the cable guide in front of the frame, and connect it to
the appropriate power distribution unit (PDU).

3.1.2 European Directives compliance
I. LVD/EMC Directive
VS0E1ECDC and VS0M3ECDC products comply with the European Low Voltage
Directive 2006/95/EC and EMC Directive 2004/108/EC.

The products this manual refers to are covered by the Waste Electrical & Electronic
Equipment (WEEE) Directive and must be disposed of in a responsible manner.
3.1.3 USA regulatory compliance
I. FCC Part 15
VS0E1ECDC and VS0M3ECDC comply with Part 15 of the FCC Rules. Operation is
subject to the following two conditions:
z This device may not cause harmful interference.
z This device must accept any interference received, including interference that may
cause undesired operation.
If the customer modifies the equipment without the authorization of H3C, which directly
or indirectly contribute to the equipment incompliance with FCC requirements for Class
B (Class A) digital devices, H3C is not liable for such interference problem and the
expenses incurred therefrom shall be covered by the customers.

Note:
This equipment has been tested and found to comply with the limits for a Class A digital
device, pursuant to Part 15 of the FCC Rules. These limits are designed to provide
reasonable protection against harmful interference when the equipment is operated in
a commercial environment. This equipment generates, uses, and can radiate radio
frequency energy and, if not installed and used in accordance with the instruction anual,
may cause harmful interference to radio communications. Operation of this equipment
in a residential area is likely to cause harmful interference in which case the user will be
required to correct the interference at his own expense.
3.1.4 Canada regulatory compliance
I. ICES-003
This Class A digital apparatus complies with Canadian ICES-003.

3.1.5 Japan regulatory compliance
I. VCCI
VS0E1ECDC and VS0M3ECDC comply with the requirements of VCCI Class A
Information Technology Equipment (ITE).
Warning: If this equipment is used in a domestic environment, radio disturbance may
arise. When such trouble occurs, the user may be required to take corrective actions.

This section introduces part of the safety precautions that should be followed during the
installation and maintenance of the equipment. And for the safety statements and
warnings, there followed the translations of both German and Chinese to comply with
the national requirements.

Installation und Instandhaltung der Ausrüstung beachten müssen.

Note:
Before any operation is performed, please read the operation instructions and
precautions carefully to minimize the possibility of accidents. The Note, Caution,
Warning and Danger items in other manuals do not cover all safety precautions that
should be followed. They are only the supplements to the safety precautions for
operations as a whole. Therefore, the personnel in charge of the installation and
maintenance of the products are required to understand these basics of safety
operation.
In performing various operations, please follow the local safety regulations. The safety
precautions introduced in the product manuals are supplementary and subject to the
local safety regulations.
When various operations are executed on the products, the precautions and special
safety instructions provided with the products must be followed to the full.
The personnel in charge of the installation and maintenance of the products must be

In order to reduce the technically unavoidable residual risk to a minimum, it is
imperative to follow the rules below:

z When installing the unit, always make the ground connection first and disconnect it
last.

z Do not block ventilation openings while the system is on, and keep at least 5 cm
distance from ventilation openings and walls or other things which may block the
openings

I. High Voltage Hochspannung 高电压
Danger:
High voltage power supply offers electric power for equipment operation. Direct contact
or indirect contact (via damp objects) with high voltage and AC mains supply may result
in fatal danger.
Gefahr:
Die Hochspannungsleitungen stellen für die Arbeit der Ausrüstung erforderliche
Energie zur Verfügung. Direkter oder indirekter Kontakt (z. B. durch feuchte
Gegenstände) mit Hochspannung und Wechselstromversorgung kann zu tödlichen
Unfällen führen.
