The JOLLY ROGER flag was probably intended as communication of the
pirates‘ identity, which may have given target ships an opportunity to
change their mind and surrender without a fight.
Since the decline of piracy, the JOLLY ROGER emblem has been used by
various military special units (among others also the Navy SEALs) as a unit
identification insignia and a symbol for ferocity and toughness, just as the
good old pirates were.
