Getting Started: How to implement and demonstrate Rule 21 compliance
This guide is for the California installer who must comply with new inverter-related revisions to Tariff Rule 21
made by the California Public Utility Commission (CPUC) that became effective September 8, 2017 and
additional requirements introduced through CPUC Resolution E-4920, effective July 26, 2018. Enphase
implements Rule 21 through a combination of compliant hardware and the application of a Rule 21-specific
grid profile. A grid profile is a collection of settings that defines acceptable operating parameters for Enphase
Microinverters. Applying a grid profile ensures compliance with the local electric utility. This guide describes
how to set a grid profile using the Enlighten Activation form, and how to confirm the grid profile has been
applied using a grid profile report.
Select a Grid Profile
Create a new
Activation in
Enlighten
Manager.*
Under the grid profile section of the form, select the
grid profile for your utility.
Select a grid profile based on the date of
application for interconnection:
• Before July 26, 2018, select grid profile
CA Rule21 201709
• On or after July 26, 2018, select grid profile
CA Rule21 201807 VV w/RPP
Save the Activation.
When the Enphase Envoy connects to Enlighten,
the grid profile is sent to the Envoy to be applied to
the microinverters. The PV array must be powered
on to apply the grid profile.
Note: The Envoy serial number entered on the
Activation form must match the Envoy that reports
from the installed site.
Generate a Grid Profile Report
Navigate to your
systems list in
Enlighten
Manager.
Select the
system.
Navigate to the
Reports tab.
Open the Reports
menu and select
Grid Profile
Settings Report.
Tap Submit.
When the Grid
Profile Report is
displayed, click
the Print icon to
print or save as a
PDF file to send in
an email.
*Note: You can update an existing Activation with
the appropriate grid profile after system installation.
